PSC CU Marketplace Redesign - Fall 2024
The Procurement Service Center is working on a significant redesign of CU Marketplace with a planned release on October 17, 2024.
As of September 9th, when you log into Marketplace, you will see a prompt regarding the Fall 2024 CU Marketplace Redesign. You will be asked to confirm you received the message. This step ensures that CU Marketplace users are well-informed about the upcoming changes.
Additionally, online webinars and in-person training sessions have been scheduled throughout October. We strongly encourage all users to attend at least one of the options below. Please click the links to register for a session.

Gift Card Program Management Training – REGISTRATION OPEN
Fiscal Compliance is hosting a Gift Card Program Management Training on October 29, 2024. This meeting will be held from 10:00-11:00 am in the Gossard Forum - Fulginiti Pavilion, CU Anschutz and virtually via Zoom.
The training will focus on post set-up management of gift card programs including tracking, documentation, purchasing, expense allocation and distribution. The team will also highlight several topics where instances of non-compliance have been identified on our campuses.

Potential Government Shutdown
As of right now, we do not believe a federal government shutdown is likely, but as always, we are keeping a close eye on this potential issue and will inform the campus if we hear otherwise.
NIH Resubmissions Note
The NIH issued notice NOT-OD-24-061 to update guidance on marking changes in Resubmission applications. Effective May 25, 2024, changes made to a Resubmission application should only be outlined in the Introduction attachment. The use of markups such as bracketing, indenting, highlighting, bolding, italicizing, underlining, margin lines, changes in typography, font, or font color, or any other type of markup should not be used to identify changes.
ARPA-H Proposals, Including Flowthroughs
Parties interested in submitting solution summaries or proposals to ARPA-H, or those proposing to work as a subsite funded by ARPA-H, should complete the Notification of Engagement form as early as possible, prior to routing proposals to Pre-Award. For questions regarding ARPA-H submissions, including intellectual property rights, data usage, and related concerns within the scope of ARPA-H initiatives, please contact Jamie Kutner or Erin Calhoun at the Office of Research Development & Strategy.
Uniform Guidance Change Associated with de-minimis rate from 10% to 15%
Subrecipients who do not have a federally negotiated rate may choose to apply the new 15 percent de minimis indirect cost rate for any award executed on or after October 1, 2024. All Federal agencies must honor this new rate after this date unless a different rate is mandated by law (such as Federal statute or regulation) or permitted by 2 CFR part 200.
Subrecipients submitting applications to Federal agencies before October 1, 2024, for programs with an anticipated award date on or after October 1, 2024, may use the 15 percent de minimis rate when calculating the budget in their application, even if the NOFO does not yet reflect the 2024 Revisions.
