The federal government’s fiscal year ends on September 30 and Congress has not passed any of the 12 appropriations bills required to fund the government for the fiscal year beginning on October 1. If Congress fails to pass the appropriations bills, or a continuing resolution to fund government operations until the bills are passed, then the government will shut down.
Since it is becoming increasingly likely the federal government may shut down, either whole or in part, University employees who work on federally sponsored projects need to begin preparations now.

New Indirect (F&A) Cost Rate
New Indirect (F&A) Rates Effective July 1, 2023
Effective July 1, 2023, the University's indirect (F&A) rates are as follows:
The indirect (F&A) rate for private industry clinical trials remains 28% of total direct costs.
There are no changes to our rates from Non-Profit Associations and Foundations and we will continue to follow sponsor policy for those rates with 10% de-minims in the absence of a policy.
What does this mean?
The University's F&A Cost Grid has been updated and the 2023 F&A Agreement (NICRA) is available.

Financial Services is pleased to announce that registration for the sponsored projects training courses for spring 2021 is now open in SkillSoft.
The courses will be offered via Zoom and are open to all employees. These courses are particularly recommended for new employees at the University and to employees new to sponsored research.

Under the Resource Tab, there are a number of resources and quick reference guides. In particular, the Instructor Led Training (ILT) guide covers how to enroll in an ILT course, how to check your enrollment status, and how to withdraw from an ILT course. The Enrolling in Instructor Led Training may be helpful as well. Finally, under the Instructor Led Training tab, there is information about where to find instructor led training (ILT) courses.

The Research Administration Workforce Committee (RAWC) and Financial Services will be sponsoring a fourth workforce development cohort starting in February 2021. The workforce development cohort is designed to provide sponsored project training to any university employees seeking to transition into research administration.
Cohort participants will complete ten weeks of training from the week of February 1 through the week of April 12. Each week, participants will complete two hours of training courses on Zoom. Courses will be held from noon until 1:00pm on Mondays and Tuesdays and there will be a 30-minute discussion group on Thursdays from noon until 12:30pm.
There will be an information session on Friday, January 22nd from noon until 1:00pm on Zoom. Please complete the registration form.

Thank you for your patience as we have undergone some recent changes on the OGC Contracts Team. We have two new team members joining the Contracts Team in January to fill the two Subcontract Specialist vacancies. Please help welcome Cristina Davis who joins us with a background in retail project management and marketing. Please help welcome Yingfei Zhen who joins us from the Genetic Epidemiology Lab where she worked as a PRA. Temuulen Johnson will continue to lead the Subcontracts Team as Cristina and Yingfei get up to speed.
Please know that we are working hard to get agreements reviewed and turned around as quickly as possible, so we ask for your continued patience and understanding as turnaround times may be a little slower during this transition.
