Government Shutdown Averted – Continuing Resolution Until November 17
October 2, 2023
On Saturday, the House of Representatives unexpectedly introduced, considered, and passed a “clean” continuing resolution (CR). This CR funds government operations, at current funding levels, until November 17. Previously, the Speaker of the House had only allowed consideration of CRs that cut spending and included policy riders. The Senate quickly approved the CR and President Biden signed it into law on Saturday evening.
Congress still must pass the 12 appropriations bills to fund the government for the current fiscal year, which began yesterday, by November 17.
What this means:
What you should do:
OGC will continue to monitor the appropriations process and update the campus as necessary as we approach November 17.

New Indirect (F&A) Rates Effective July 1, 2023
Effective July 1, 2023, the University's indirect (F&A) rates are as follows:
The indirect (F&A) rate for private industry clinical trials remains 28% of total direct costs.
There are no changes to our rates from Non-Profit Associations and Foundations and we will continue to follow sponsor policy for those rates with 10% de-minims in the absence of a policy.
What does this mean?
The University's F&A Cost Grid has been updated and the 2023 F&A Agreement (NICRA) is available.

In a last-minute change of events, the NIH is no longer allowing “wet ink” signatures. Unfortunately, this has come to include Other Support document printed and then scanned in.
Can Other Support be signed with a wet signature or a typed name? No, wet and typed names will not be accepted as signatures. Electronic signatures are required.
What is NIH really looking for when they request electronic signatures? They are looking for documents that are signed with product like DocuSign or Adobe Digital Certificate. Please reach out if there are questions about how to sign electronically.
In support of the goal to enable broader research opportunities, stronger proposal submissions, and subsequently larger and more strategic awards for the CU system as a whole, CU Anschutz, CU Boulder, CU Colorado Springs and CU Denver have all agreed to remove the F&A charge on the first $25,000 of direct costs on all intercampus subcontracts.
We are finally approaching the long-anticipated change date of the Transition from DUNS Number to New Unique Entity Identifier. The change will officially take place on April 4. We have published the UEI number on the main page of our OGC website under Frequently Required Grant Info and Data.
This number may be required when using various government systems or as a reference for subcontract reporting. For more information about this change, please see the GSA site on this topic.
The next Team Talk is scheduled on Tuesday, April 19 at 11:00am.
Presenters: Ginger Acierno, Koffi, Gnatsidji, Brittany Vits, Stephanie Chandler-Thompson, Barb Hayes, and Holly Day.
