FISCAL COMPLIANCE & TRAINING
Fiscal Compliance Office Hours
Earlier in April, members of the Fiscal Compliance team began hosting virtual office hours, open to all CU Anschutz and CU Denver employees. These office hours are meant to be informal sessions where the Fiscal Compliance team is available to assist the campus community.
Team members can answer questions related to training, fiscal policy and procurement compliance, general grant management, finance system access, gift cards/petty cash management, events with alcohol, sponsorships/donations, and real estate services.
Questions related to specific awards/contracts, regulatory compliance, human resources, and school/college requirements should be directed to the responsible campus office.

Upcoming PSC Fiscal Year-End Deadlines
The Procurement Service Center has several fiscal year end deadlines coming up in May. To ensure requests are completed on time, please adhere to the following deadlines:
- May 1st – Purchase Requisitions
- May 15th – Change Orders
- Change orders requiring monetary increases or contract amendments must be submitted by this date.
- Change orders for simple date extensions (to pay a final invoice) can still be processed close to Fiscal Year End deadlines, but timely submission is recommended.
- May 15th – Small Dollar Contract Requests

PRE AWARD
NIH Common Forms
Recently, our campus observed a change in review of the Foreign Component in NIH applications, with several applications being rejected for not having the Foreign Justification document uploaded at proposal stage. We have confirmed that this is the case at other institutions as well. NIH is delaying the required use of the new Common Forms for Biographical Sketch and Current and Pending (Other) Support, originally planned for May 25, 2025. Until a new implementation date is announced, applicants must continue using the current NIH format for biosketches, Just-in-Time submissions, and progress reports (RPPRs).
Applications with Foreign Components
Our campus observed a change in review of the Foreign Component in NIH applications, with several applications being rejected for not having the Foreign Justification document uploaded at proposal stage. We have confirmed that this is the case at other institutions as well.
Because of this change it is vital that any foreign component be identified, and the required documents be uploaded at the proposal stage. Unfortunately, neither NIH ASSIST nor InfoEd will alert you regarding this requirement. Please update any internal checklists that are utilized when completing a proposal.
Reminder - Proposal Routings and InfoEd Proposal Copy Process
Reminder Effective April 1, 2025
If the proposal is not submitted for the current deadline, it may no longer be reused for the next sponsor deadline. Detailed instructions for creating a copy are being created and will be posted to the UIS share point site in the coming weeks. We will send out an announcement via RAIN once they have been published here.
POST AWARD
Statewide Single Audit
The OMB Uniform Guidance 2 CFR 200 annual audit of the University of Colorado Denver | Anschutz Medical Campus for the fiscal year ending June 30, 2024 was completed. The University of Colorado Denver | Anschutz Medical Campus is one of several universities within the State of Colorado system and was therefore included in the Colorado Statewide Single Audit.
To review the audit report for FY 2024 please visit the Colorado State website: Statewide Single Audit, Fiscal Year Ended June 30, 2024 | Colorado General Assembly University of Colorado Denver Anschutz Medical Campus can be found in section II-47 as being under the Department of Higher Education, there were no finding for federal awards specific to University of Colorado Denver Anschutz Medical Campus awards, therefore there is not an additional expanded section under findings.
In addition, OGC has posted an updated Audit Report FY24 letter with the link in the A-Z section of our website to be used as needed.
