New OMB Proposed Rule Affecting Federal Research Grants

On May 29th, 2026, the Office of Management and Budget (OMB) published a proposed rule in the Federal Register to revise many of the regulations that govern federal financial assistance awards and sponsored research programs, including those for all federal research grants.
OMB has proposed significant changes to the regulations (referred to as Uniform Guidance) that would impact many federal agencies. Some of the proposed changes would affect:
- Agency funding decisions
- Suspension and termination authority
- Allowable costs
- International collaboration and expansion of oversight
- Elimination of fixed amount awards and subawards
The OMB has requested comments by July 13th, 2026 with plans to finalize the regulations for an effective date of October 1st, 2026.
Campus leadership is working with the CU Office of Federal Relations to provide a single campus response.
