Helpful Proposal Tips

General Tips


  • All NIH applications must conform to the following:
    • the height of the letters must not be smaller than 10 point
    • type density must be no more than 15 characters per inch (cpi)
    • no more than 6 lines of type must be within a vertical inch
    NOTE: if you are using Times New Roman font type, you must use
    11.5 point or larger to comply with the above requirements
  • Budget justifications-each item listed on the budget must be clearly justified. NOTE: on Modular Budget Justifications, NIH requires justification of personnel, consultants, consortiums, and any cost that would cause your modules to vary from year to year only. Please do not include any information about specific dollar amounts.
  • If you are submitting a proposal in response to a Request For Proposal (RFP), PLEASE let us know as soon as possible. RFP's usually result in contracts, and require special attention.
  • If you are submitting a proposal to a non-NIH sponsor, PLEASE send us a copy of the submission instructions. This helps expedite our review.
  • Allow at least 1 month for a F&A Cost Variance Request.

Meeting the Deadline


PHS 398-New/Competing Proposals

  • unsolicited applications are considered on time if they are received by or mailed on or before the published receipt date (proof of mailing is required)
  • solicited applications MUST be received by the specified date
  • submit: one (1) original application (i.e., the one with original signatures); five (5) exact, single-sided copies; and five (5) collated sets of Appendix material (copies should be made after all signatures acquired)NOTE: the Personal Data page should be placed at the end of the original application and is not to be duplicated.
  • check the PHS 398 instruction book for the correct address to which to send your proposal.
  • Secure the application and its copies with rubber bands or paper clips only.

PHS 2590 – Non-Competing Proposals

  • submit: one (1) completed signed original application; and one (1) exact, single-sided copies (with required signatures) NOTE: the Current Key Personnel (Form Page 7) page should be placed at the end of the original application and is not to be duplicatedsubmit the documents directly to the awarding component that is funding the grant.
  • Secure the application and its copies with rubber bands or paper clips only.

PHS 416-1 – New Fellowship Proposals

  • submit: one (1) original application with required signatures on the Face Page and on Form Page 8; two (2) exact, single-sided copies (with required signatures); and three (3) collated sets of appendix material NOTE: at least three (3) sealed letters of reference are to be attached firmly to the Face Page of the original application only NOTE: the Personal Data page should be placed at the end of the original application and is not to be duplicated.
  • check the PHS 416-1 instruction book for the correct address to which to send your application.
  • Secure the application and its copies with rubber bands or paper clips only.

PHS 416-9 – Non-Competing Fellowship Proposals

  • submit: one (1) completed signed original application; and two (2) copies (with required signatures).
  • send the application directly to the awarding component that is funding the award.
